Every other measuring instrument in this category answers how far. A flexometer answers how much something bends, which is a different question and needs a different tool: the reading comes from how far a structure deflects under handling, not from the gap between two points. That makes it an assessment instrument as much as a measuring one.
24 cm gives the leverage that assessment requires. Flexibility is judged by applying a controlled bend and reading the response, and too short an instrument cannot apply that bend consistently — the result would reflect how hard the examiner pressed rather than how flexible the structure is. J2 stainless is a harder grade, which matters on an instrument whose own stiffness is part of the measurement: a shaft that flexed itself would report its own bending rather than the tissue’s.
