This is the same pattern as the wide sharp Langenbeck but ground and sized for the opposite half of the job. A sharp 17 mm blade is the tool for separating periosteum that is still fully attached; once that plane is open, continuing with a sharp edge risks cutting through the membrane from underneath, and the wide blade becomes unwieldy wherever the exposure narrows.
A 7.0 mm blunt blade addresses both. Blunt means the edge cannot breach the membrane no matter how it is angled, so the elevator can be advanced with force along an established plane and rely on the bone to guide it. The narrower width lets it work into the corners of an exposure and around bone contours that a 17 mm blade cannot follow. Most procedures use the two in sequence rather than choosing between them — sharp to start, blunt to carry on.
