The tip is fine rather than heavy because of what it engages. Skin edges and superficial tissue are thin, and a hook with a thick point has to be pushed hard to enter them — at which stage it has already gone further than intended. A fine point passes in with almost no pressure and holds on the curve of the hook rather than on its penetration depth, so the mark it leaves is negligible.
At 12 cm this is one of the shorter hooks in the range, which places the tip close to the hand. Superficial work does not need reach; it needs the tip to move exactly as much as the fingers do and no more. That makes it a general instrument rather than a specialised one — it appears in plastic, minor procedure and general sets alike, wherever a skin edge simply needs holding while something is done beneath it.
